Vermont Gov. Jim Douglas says $1 million is going toward a proposed retirement community in Middlebury. In a ceremony at the Eastview at Middlebury site Tuesday, Douglas awarded the Community Development Block Grant, which he said will result in the employment of up to 45 people over the next two years in senior housing.
